The State Fiscal Crisis: A New Fiscal Reality Emerges

This meeting, the Forum’s third on the state budget crisis, provided an update on how states closed their fiscal year 2003 shortfalls, the status of 2004 budgets, and how spending cuts affected key state health programs. Speakers described the short- and long-term challenges facing all states and the ways two states changed their Medicaid programs to control costs. Discussion explored models of state restructuring, the newest trend to emerge from the crisis.
